"A picture is worth a thousand words", but still many companies ignore image/flash ads in their content campaigns. This is mostly because of the hassle connected with creating image/flash ads. Why such nonstandard formats for static images? Google system adds URL and feedback link to your image, which can be 11 or 22 pixels in height, depending on the format.
Therefore, for every ad you need more than a dozen variants if you target both static and animated images. If you have a modest campaign with only 20 ads, that is 160 ad variants your designer needs to maintain. Every time you want to change the text of your ad your designer will need to do all the ad variants again.
